A hypervisor manages VMs on one host. A cluster manager coordinates fleets of hosts so that VMs can move, restart, and scale without operators having to track individual hardware. That is what Netframe Manager does.
If you have run vSphere with vCenter, the operational concepts will feel immediately familiar: clusters, datastores, networks, HA, vMotion-style live migration, RBAC. We have reimplemented these primitives on top of KVM with cleaner abstractions, easier API control and a lower price.
